The natural life cycle of ICT management (with the majority of Projects):

Phase 1:
The project has been sold... heaven and earth are promised to be delivered.
The project doesn't meet expectations... nothing is being delivered satisfactionary...
despite that there was every confidence that the supplier actually had control over...
both heaven (incl clouds) and earth...?

Phase 2:
A respectable consultancy/accountant firm is being contracted to analyse what went wrong.
Extensive reporting is done on the cause... scope definition (or lack thereof) and stakeholder management.
Legal proceedings are started and the overall contract is being reviewed, and/or... cancelled.

Phase 3:
Experienced practitioners are called in to have a look at the requirements and feasibility of the solution...
The conclusion is being tabled... explaining that neither heaven nor earth was controlled by the supplier.
A practical solution... (right)sized to something that truly supports the business needs is now being delivered.

We are pragmatists who prefer to skip (the experience of) the first 2 phases...
